A new kind of housing option in Bay St. Louis is taking shape on Seminary Drive, between U.S. 90 and Ulman Avenue.

Developer Harry Fisher is building a pocket neighborhood with 18 units in a walkable design, with plenty of green space and ample parking. Whether the units are sold or rented, Fisher said, they will be moderately priced. Fisher said Allison Anderson of unabridged Architecture is designing the neighborhood with a colorful, contemporary style, and Parker Contracting is building it. Construction on the $4 million project, which has a working title of the Cottages on Seminary, began with converting an existing metal structure on the property into four units. The building, now painted in turquoise, served as the temporary home for Dan B’s and the Knights of Columbus after Hurricane Katrina. The first of six new buildings is being constructed in front of the existing structure. It will be a duplex with lime green accents. On the north side of the 2.5-acre property, the foundations are set in place for the first of two rows of duplexes that will be painted in bright colors. Anderson said the buildings will have “playful exteriors” in different colors, since the neighborhood is designed to attract young residents who have been priced out of the real estate market by soaring prices in recent years. The development “is very walkable,” she said, with green space between the units and along the Highway 90 side. “The neighborhood is designed around people instead of cars,” she said, although it does meet all the parking requirements. The main entrance will be on Seminary Drive. The building materials are durable and built to hold up, and the development is out of the flood zone, Anderson said. Fisher has developed projects in Bay St. Louis as well as in his native St. Bernard Parish and in Slidell. He renovated the historic building at 146 Main St. across from the Courthouse a few years ago and has his office there. The first six units may be available for sale or rent in about three months.
